Start with the authorized environment
Devices, operators and the local operating setup need review. A public access request does not activate a kiosk or authorize an election session.
Separate eligibility from selections
Supervised check-in and ballot marking have different responsibilities. Review how the complete workflow handles eligibility without exposing individual ballot choices.
Assess cast and audit behavior
Source cryptographic operations are only part of a ballot journey. Service integration, evidence artifacts and verification need testing before any operational readiness claim.
Prepare for interruption
Define pause, incident escalation and recovery responsibilities during evaluation. Operators must not bypass controls or rely on an untested recovery promise.
