Eligibility and check-in are separate from casting a ballot. Operators need a defined process for exceptions, device access and escalation within the controlled environment.
Preserve ballot secrecy
The architecture requires voter identity to remain separate from cast ballots. Reporting or support changes must not create a link between an individual and their encrypted selections.
Readiness is an operational decision.
