Prepare the organization, contests, dates, selection limits and candidate records within the controlled administration workflow. These definitions establish what the supervised ballot-marking environment will present.

Assign the authorities and devices

Identify administrators, trustees, centers and licensed devices. The current architecture separates those operational roles rather than treating every staff member as an unrestricted administrator.

Complete readiness evidence

Review configuration, mock-election results, recovery procedures and observation requirements before any opening decision. SEVA remains pre-release; describing this workflow does not establish production readiness.

Readiness is an operational decision.
